I have to admit that I did not read this carefully.  I thought it was moreorless stating that it grew lashes.  It actually says it enhances the lashes to look longer -- but that 90% of the people who used it did experience lash growth.  Okay, I am betting I might fall into that other 10% but it just might be worth the investment.  It costs much less than the other Enhancers on the market.
